VW Avelino “Billy” Mendoza Sumagui was raised as a master mason in 1995. Rising from West to East through different positions, he became the Worshipful Master of Tagaytay Lodge No. 165 in 2000 when he was awarded as Most Outstanding Master.
Born 1960 in Talisay, Batangas but raised in Tagaytay City, he is married to Editha Marasigan and is a father to 3 sons and a daughter.
VW Billy is an Academic Scholar of the Vincentian Fathers as a Philosopher at St. Vincent’s Seminary and Adamson University where he graduated Cum Laude.
In 1995 he was the no.2 man in Tagaytay City as the City Administrator of the now MMDA Chairman Atty. Francis N. Tolentino. His stint as administrator earned several awards for Tagaytay City including the cleanest and greenest city of the Philippines and his political will was tested with the relocation of markets to solve traffic congestion.
As a lawyer, he became President of the Integrated Bar of the Philippines, Cavite Chapter and he is a member of the Cavite Recovery Team with VW Lito Sacdalan.
Music and sports are his ways to relieve stress. He is the Lead Guitarist, Vocalist and Keyboardist of the Grand Honors Band. He is also the Deputy Secretary General of the Integrated Cycling Federation of the Philippines.
The reluctant DDGM filled up the post after VW Bambol Tolentino begged off from the appointment.
As a tested leader, it is envisioned that Region IV-A will excel the expectations.
