RESOLUTION TO AMEND SECTION 1, ARTICLE VI OF THE MASONIC CONSTITUTION

WHEREAS, under Section 1, Article II of the Masonic Constitution, it is provided that the Grand Lodge shall be composed of the Past Masters, the Incumbent Masters and Wardens of all its Subordinate Lodges, any Past Master of any Lodge of another Grand Jurisdiction who is a resident of the Philippines and a member of a subordinate lodge, and those who have been granted honorary membership or honorary Grand Titles;

WHEREAS, under Section 1, Article V of the same Masonic Constitution, it is provided that the Grand Master, Deputy Grand Master, Grand Wardens, Grand Treasurer and Grand Secretary shall be elected by a secret ballot and by lodge representation at each Annual Communication;

WHEREAS, under Section 1, Article VI of the same Masonic Constitution, the following members of the Grand Lodge in good standing are qualified to vote during the election of officers of the Grand Lodge during the Annual Communication;

a. All the incumbent elective and appointive officers of the Grand Lodge, except the Grand Lodge Inspectors;

b. The Past Grand Masters;

c. The Incumbent Masters, Senior and Junior Wardens of accredited Subordinate Lodges;

d. The Immediate Past Master of an accredited Subordinate Lodge, in representation of all Past Masters of his Lodge.

WHEREAS, the elective and appointive Grand Lodge officers and the Past Grand

Masters, when voting at the Annual Communication, do not represent any Subordinate Lodge in this Grand Jurisdiction and their continued voting in the same violates the principle of lodge representation;

WHEREAS, the Grand Lodge elective and appointive officers’ continued voting in the same has made highly politicized the office of the Grand Master, which practice continues to erode the trust of said office and to obstruct the accountability of the Grand Master to the Grand Lodge;

NOW, THEREFORE, be it

RESOLVED, as it is hereby resolved to amend Section 1, Article VI of the Masonic Constitution to read, as follows:

“Sec. 1. Qualified Voters. – Only the following members of the Grand Lodge in good standing are qualified to vote during the election of officers of the Grand Lodge during Annual Communications:

[a. All the incumbent elective and appointive officers of the Grand Lodge except the Grand Lodge Inspectors;]

[b. The Past Grand Masters;]

a. The Incumbent Masters, Senior and Junior Wardens of the Accredited Subordinate Lodges; and

[d] b. The immediate Past Master of any accredited Subordinate Lodge, in representation of all Past Masters of his Lodge.

RESOLVED, FURTHER. That this Resolution be submitted for consideration of the Grand Lodge Committee on Resolutions and of the forthcoming Grand Lodge Annual Communications in Cagayan de Oro City, April 23-25, 2009.

VW ERWIN PUNZALAN – nominated as Outstanding DDGM

VW Erwin Punzalan was nominated as outstanding DDGM for the Philippine jurisdiction, per motion today that was duly seconded in a special meeting at Indang Lodge No. 115, Indang, Cavite.

 

RESOLUTION UPDATES

Resolution No. ____ (October 2008)
A Resolution requesting the Grand Lodge to “expand” the jurisdiction of Region IV-A by the creation of sub-districts as follows:
Region IV-A-1: Lodges 15, 51, 69, 346, 352 and 366;
Region IV-A-2: Lodges 2, 17, 31, 97, 238 and 269; and
Region IV-A-3: Lodges 49, 115, 165, 300, 316 and 350.
Initial implementing guidelines shall be as follows:
The Hosting will be rotated among the three (3) districts by way of multi-district convention. Lodge 69 will host the 2009 convention and Lodge 97 will host the 2010 convention. The said arrangement was approved considering the preparations already place in order by the said host lodges. This is not to serve to tie down the hands of the new districts to hold their own convention after the hosting of 2010. After the said year, the multi-district convention can be held subject to the approval of the sub-districts. The multi-district convention is favored to make Cavite still a single force and for the reason that three (3) lodges hosting a convention is economical in character.
The Hosting rotation shall follow the same format as the original district with a proviso that the rotation shall cover a period of six (6) years countback initially. The six year countback period is explained as the lodge who has hosted within the 6 years countback shall only host after the next higher lodge number has hosted.
This shall mean that after the hosting of 69 in Region IV-A-1, lodge 352 shall follow; Lodge 238 shall be the next host for Region IV-A-2 and Lodge 115 shall host Region IV-A-3. The waiver of hosting shall also follow the same ruling as the original district.
The final implementing guidelines shall be arrived at in consultation with the lodges, however, the main resolution of expanding the district shall be adopted. This implementing rules shall only be the initial guide, but will have to pass thru consultation and later approval by the district.

NEW RESOLUTION APPROVED AUG.17, 2008 DISTRICT MEETING

As approved, the District Meeting will now start PROMPTLY AT 2PM. There will be no more waiting for latecomers. Quorum shall be waived upon motion and the meeting will start even if there will be only 2 in attendance. All latecomers will have to suffer the consequences of their bad habit of forgetting the virtue of punctuality.

Mga kapatid, Linggo ito, may karapatan din ang ating pamilya na makasalo tayo ng hapunan man lang. Ang Pinoy talaga o.

It was also pronounce during that meeting that PL Filipina will host the 2009 Discon.

APPROVED RESOLUTIONS for May 18, 2008

1. A resolution to grant a posthumous Cosmos Award to VW Delfin Narvaez

2. Resolution for contribution of each lodges in the amount of P1,000.00 for the District Turnover, P1,000.00 for every DGLs and P500 for every GLIs.

3. Resolution for the contribution of P2,000.00 for every lodge to be used in the June 12, 2008 Independence Day Celebration. The surplus shall form part of the District funds.
